Professional Bio
Jaden Mikoulinskii is a doctoral student Louise McBee Institute of Higher Education. She holds a Master of Arts in Higher Education, Student Affairs, and International Education Policy from the University of Maryland, College Park, and a Bachelor of Arts in Sociology with a minor in Family Studies from the University of Wisconsin–Eau Claire, where she was a McNair Scholar and TRIO SSS participant.
Jaden’s work sits at the intersection of higher education finance, policy, and governance, focusing on how public policy shapes institutional decision-making, resource allocation, and student outcomes. Her research examines issues such as state appropriations, public opinion, legislative strategy, and institutional financial viability.
She currently serves as a Research Assistant with the University System of Georgia’s Division of Research and Policy Analysis, where she conducts quantitative and policy analyses to support system leadership and state decision-makers. She is also a Summer Intern with the State Higher Education Executive Officers Association, contributing to national work on higher education governance and finance.
Jaden brings experience across federal, state, nonprofit, and political contexts, including roles with the Congressional Research Service, U.S. Department of Education, The Brookings Institution, The White House, The Century Foundation, Institute for Higher Education Policy, the Maryland Higher Education Commission, HCM Strategists, and the Kamala Harris for President campaign. Across these roles, she has conducted policy analysis on student loans, financial aid, state funding systems, and higher education accountability, translating complex data into actionable insights for policymakers and institutional leaders. Her professional and academic experiences are grounded in a commitment to advancing equitable access, strengthening public investment in higher education, and improving institutional effectiveness through evidence-based policy.
